1、境外人员在中国境内旅馆住宿的，旅馆应当按照旅馆业治安管理的有关规定为其办理临时住宿登记。

2、境外人员在旅馆以外其他住所居住或住宿的，由本人或留宿人、接待单位专办员向居住地所属派出所进行申报。 where an overseas person resides or stays in a residence other than a hotel, he or she, the host or the commissioner of the receiving unit, shall make a declaration to the police station where he or she resides.
